Profile of LOCUS Professionals & Panel of Consultants

Dinesh K. Singh holds his Masters Degree in Regional Development and M. Phil in Population Studies from the Centre for the Study of Regional Development, School of Social Sciences, Jawaharlal Nehru University, New Delhi. He has several years of experience in evaluation and monitoring studies of development programs. Since the inception of Locus (2000-01) majority of the assignments conducted by him under the banner of this company and also as an independent consultant belong to forestry programs including evaluation of more than 50 FDAs.

Prior to joining Locus, he worked with several prominent social research organizations based in Delhi and elsewhere. He has more than 16 years of experience in handling projects in the areas of rural development, forestry, environment, opinion survey, education, health, urban development, food-security etc. At Locus, he manages the overall research and development activities.

Gopal Joshi holds his Bachelors Degree in Industrial and Production Engineering from IIT, New Delhi. During his stay in IIT he did an elaborate project on “Integrated Closed Loop Supply Chain Management” (Literature survey and Software building). After the completion of his B. Tech. program he worked with several organizations in different parts of country (Syntel, ICICI, India Bulls, Suparna Systems, etc.). He has several years of experience in sectors like software languages (Java, JavaScript, C, J2EE, etc.), Finance (trading and portfolio building) and Industrial Management (Quality Control related studies, Supply Chain Management, etc.).

His keen interest and understanding of the issues related to social sectors attracted him to work with a number of research projects on evaluation and impact assessment studies of development programs especially forestry programs. He has been working with Locus since August 2009 and has conducted four concurrent evaluations of FDAs namely FDA Central Chanda in Maharastra, Daltonganj (FDA Core and FDA Buffer Area) in Jharkhand and FDA Kaithal in Haryana. Besides this he also conducted evaluation of one year old plantation of Twenty Point Programme in the districts of Coochbehar and Dakshin Dinajpur of West Bengal. He has also conducted evaluation of National Bamboo Mission program at Garwha South, Garwha North, Daltonganj North Forest Divsions and Dalonganj Core and Buffer Tiger Reserve Area. He has been involved in all the studies from primary data collection, conducting interviews, collection of secondary information, data analysis and report writing, etc.

Sudhir Kumar holds Masters Degree in Labour and Social Welfare and has seven years of experience in the areas of primary and secondary level data collection, conducting interviews, Focus Group Discussions (FGDs), project designing, schedules preparation and office management. He is also well versed in data analysis and computer related works. At Locus he takes care of field level activities and data analysis.
